Sales at retailers unexpectedly fell in July from June, a government report showed Thursday, and new claims for unemployment benefits rose, casting a shadow over an anticipated rebound in the third quarter.

But a third report Thursday showed that sales at all levels of business, manufacturing, wholesale and retail, posted their first gain in nearly a year in June.
