Target middle class people who are not at high risk of cervical cancer. Once they get them believing that they have been saved by an unneeded vaccine. Now slip in the altruistic guilt trip. Get the tax payers to fund the expensive vaccine to the high risk group. "who are you to say who lives and dies? Everyone deserves this vaccine. not only the rich"
The kicker is that it has never been proven to prevent cancer. NEVER! It will take 20 years to gather the data that could prove it didn't work.
